Responsibilities

Procurement Technician (Purchase Card Coordinator)/PD#50032-A

  • Serves as Purchase Card Program Coordinator (PCPC) and Dispute Officer, and provides management with reports and analysis of the ongoing operation and outcome of the program.
  • This position performs a series of analytical, administrative, coordinating and monitoring duties related to the Purchase Card Program. Manages, administers and ensures compliance with the Purchase Card Program standards, policies and procedures at VA Medical Centers (VAMC) supported by the NCO.
  • Serves as the Dispute Officer for the Purchase Card Program. Responsible for coordinating and monitoring disputed procurements, billing errors, disputed payments, credits.
  • Audits the development of the program on a daily basis through the review of reports based on data retrieved from the IFCAP program. Coordinates and monitors the resolution of billing errors, disputed payments, and credits with the card provider and assists cardholders or intercedes, as required.
  • Provides administrative support for the Purchase Card Program; this includes overseeing the overall operation and administration of the program and acting as the facility representative and liaison official between internal and external personnel. Serves as Education Liaison for the Purchase Card Program.
  • Develops procedures and systems for establishing, operating, and assessing the effectiveness of the Purchase Card Program and compliance of cardholders, approving officials, alternate approving officials by auditing and reviewing the different aspects of the program.
  • Manages, administers and ensures compliance with Purchase Card Program standards, policies and procedures, and VA and Federal Acquisition Regulations and financial regulations pertaining to purchase card procurement actions and use of appropriate accounting data.
  • Possess knowledge of mandatory and non-mandatory sources for procurement.
  • Provides technical assistance, education, performs audits, collecting, analyzing and interpreting data and prepares management report. Incumbent provides assistance by trouble shooting problems and concerns timely via telephone or direct interaction, providing direction and solutions for problem areas.
  • Generates reports in VISTA program (includes IFCAP as it relates to purchase card program), provide data for a variety of needs to include, but not limited to Word, Excel, Outlook, SharePoint, PowerPoint, etc.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Specialized Experience GS-07:

Applicants must have One year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

  • Independently, planning and carrying out a procurement program to advise technical representatives in procurement planning and preparation of statements of work.
  • Comprehension of Federal Procurement and/or VA regulations as they apply to contract solicitation and application and administration and the ability to apply them in situations lacking precedent (i.e. knowledge of supporting documentation for modifications, amendments and abnormal situations).
  • Familiarity of construction and service type contracts, sole source contracts, small purchase procedures, pre-award surveys and requests for quotations and requests for proposals.
  • Knowledge of contractor’s responsibility in performance of contracts. (i.e., payrolls, progress payment amendments and modifications).
  • Performing standard mathematical calculations to ensure accuracy of procurements and contracts.

There is no educational substitution for the Procurement Technician (Purchase Card Program Coordinator) GS-7 level.
