The Office of Budget & Travel (OBT) is responsible for the development and execution of the Department’s budget across all Treasury Departmental Offices policy and management offices. OBT provides on-going analysis to Treasury management to help make informed decisions on budget requests to OMB and Congress. OBT is responsible for overseeing all aspects of Treasury’s budget formulation, justification, presentation, and execution.

As a Budget Analyst, you will:
- Be responsible for a full range of program budget-related duties.
- Be responsible for providing technical assistance and advice to bureau decision makers on budget formulation, resource planning and issues, developing, reviewing and/or submitting standard documents and reports, and monitoring obligations and expenditures to ensure compliance with the regulations set forth by the Department, OMB and Congress.
- Set up initial budgets to support one or more accounts or offices, made up of several activities and internal costs, as well as making accommodations for reorganizations, and budgeting by object class.
- Examine budget proposals with assigned program areas for: conformance to Departmental and Federal goals and objectives; adequacy of justification and appropriation language; existence of statutory authority; feasibility and economy; accuracy and consistency with schedules; and conformity to instructions governing submission of budget estimates.

Specialized experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
-Formulating, justifying, and monitoring the execution of budget plans to fund the implementation of major programs and services.-
-Presenting budget justifications and findings to senior management with minimal supervision or direction.
Examples of such experience could include:
-Carrying out activities leading to the analysis of funding levels, organizational performance, and formulation of the President’s Budget; OR
-Experience leading projects and assignments that involve clear and concise written documents and presentation of; OR
-Interpreting and assessing the impact of new and revised Congressional legislation on the formulation and execution of budgets.
Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Formulating, justifying, and monitoring the execution of budget plans to fund the implementation of major programs and services.
Examples of such experience could include:
-Planning and monitoring the use of funds for meeting program goals effectively; OR
-Experience writing clear and concise documents and presenting recommendations; OR
-Experience reviewing or advising on program plans and funding and their effect on financial and budget program milestones.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
For the GS-13, you must have been at the GS-12 level for 52 weeks.
