This position serves as a senior accountant, utilizing a professional knowledge of accounting principles and procedures and data analysis in completing complex assignments to ensure internal controls over operations, reporting and financial information systems are sufficient to safeguard from fraud, waste, and abuse.

Physical Requirements: Work is primarily sedentary, with some walking, standing, bending, and carrying of light- weight items. Some travel may be required.

Major Duties:

  • Examine and evaluate financial management and information systems to determine the degree of
    efficiency and effectiveness of the activities audited, the financial responsibilities, and/or determine that financial records are in accordance with applicable regulations.
  • Plans, conducts, and applies a diverse body of financial management knowledge and skill to accomplish a wide variety of duties associated with the implementation published by Federal agencies.
  • Identifies and monitors findings and makes recommendations to correct control deficiencies and otherwise enhance information systems and internal control structures.
  • Uses data analytics techniques to conduct evaluations and analysis over large data sets.
  • Prepares and evaluates findings for consolidation into a final report and coordinates report writing.
  • Studies and interprets laws, regulations, policies, procedures, and other documents directly related to information systems, internal controls and financial matters.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/10/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Provide a copy of your last or most recent SF-50, “Notification of Personnel Action” to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Selective Placement Factor: This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. The Selective Placement Factor for this position is: Experience in financial information systems, assessing and evaluating the risk of financial management and financial records.

AND

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 12 in the normal line of progression for the occupation in the organization.

Specialized experience includes: Experience performing audits, internal control assessments, on-site reviews; developing test plans or data analytics analysis to monitor or test the effectiveness of information systems and internal controls; interpreting laws, regulations, policies, procedures, and other documents directly related to internal controls and financial matters; preparing and assisting management in implementing appropriate corrective actions or monitoring remediation projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

There is no educational substitution for the GS 13 level.
